John Dwyer

John is a retired Assistant Chief Constable of Cheshire Constabulary and is now the first Police and Crime Commissioner for Cheshire.
It is his role to develop the policing plan and create the budget to deliver that plan.  He commissions the Chief Constable to provide the policing services on which the plan depends and holds him to account for that provision.
He is also responsible for commissioning other services from other providers to address the wider issues of crime prevention and reduction of re-offending
