CLUB ASSEMBLY – 8TH JUNE 2016
Introduction
First of all I would like to record my own and the club’s gratitude to Presidents Stephen Finch, Tony Edwards, Stephen Best and Heather Guy who worked together to lead the club over the past year. It was a novel approach to the Presidency and each quarter each of these individuals brought their own individual style to the leadership of the Club. Sharing Presidential responsibilities worked well and is an approach we may need to adopt again in the future.
Club Aims and Objectives 2016 -2017
RCCB was chartered in 1997 and in our nineteenth year we have spent some time taking stock and thinking about our future. As President Elect I lead these discussion sessions. All members are keen to ensure the club remains vibrant and active across those areas regarded as ‘CORE’. These are identified further on.
We have concluded from these discussions that:
The club has an enviable reputation for being vibrant and active whilst valuing fellowship and equality of opportunity
Membership numbers are static, if not falling slightly, and the age profile is going up
We are a busy club – fundraising, supporting a variety of youth, community and international projects. However, future workload will have to be managed and priorities identified which recognise there are limits in terms of time, money and people.
Fellowship needs to be given more emphasis
We need to find ways of increasing membership or enlisting support in other ways to support activities.
At our last’ Way Forward’ discussion members were asked to ‘consider what you regard as CORE activities that RCCB should continue to support’. An analysis of the responses shows:
A strong level of support for youth activities, particularly reading in schools, Interact, Rotakids, Young Musician and RYLA. The youth competitions were not so strongly supported and need to be reviewed, by the Youth Committee and Council. Such review should consider the number of competitors and also whether other organisations run similar competitions more successfully.
There is a good level of support for working in the local community, particularly in the gardens and also for the establishment of a major community project preferably in a deprived area.
International – we have just completed one major international project and there is a good level of support to embark on another.
It is accepted we will continue to support disaster relief, end polio now and the Rotary foundation. We will also continue to collect for The Paradise Run, Northlands and The Huggard Centre.
Fellowship – there is strong support for this as one of the founding principles of Rotary. There is a view we have allowed this to lapse a little so we need to consider action in this key area.
Fundraising – several of our activities do raise funds for the club and also provide an opportunity for Fellowship. Members firmly support:
* International Quiz
* Big Breakfast
* Youth concert
* Tin shakes – but suggested limited to two at Christmas at Sainsbury’. These are also seen as an opportunity to bring Rotary to the attention of the public.
Not mentioned specifically in our discussions but also fundraisers for the club are the Whitchurch and Tongwynlais Festival Draw.
Committee Chairs have been asked to reflect the views of the members and resources when presenting their outline proposals for 2016-17 to the Club Assembly.
Council will agree the final programme in July.
Management of the Club
Council is the executive of the club and makes decisions or recommendations to the club for approval.
Council will meet every eight weeks and membership will be:

Council minutes will be available for members to read via the ‘members only’ section of the club website. There will also be regular report back of Council discussions to the members.
Committees – club activities will be co-ordinated by three committees:
International and Foundation
Community and Vocational
Youth Services
Members will be asked to choose in order of preference the committee they would like to join. Council will make the final decision taking into account balance of numbers, genders and the need to give everyone experience in all the activities of the club. Membership of one particular committee will not preclude involvement in activities co-ordinated by another.
With the exception of the President and Secretary, all members will serve on one of the three committees. Committee meetings will be held regularly on a Wednesday morning and only in exceptional circumstances should there be a need for additional meetings.
Speakers – the four Presidents in 2015/16 provided us with a variety of interesting speakers. Each member of the club is asked to suggest a speaker for the coming year and the President will organise their attendance. We will continue to have speakers on a monthly/twice monthly basis.
Relationships with other clubs
There are a number of Rotary Clubs in Cardiff and we will where appropriate look to work in partnership with them. We have been approached by Llanishen to consider closer working and will discuss this further with the President.

Club Administration
The club will continue to meet at Whitchurch (Cardiff ) Golf Club, Pantmawr road, Cardiff, CF14 7TD on Wednesday mornings at 7.30 am with any 5th Wednesday in the month designated as an evening meeting.
The Club will hold a SGM in November and the AGM in May. These meetings will be held in accordance with Rotary rules.
The Club’s finances operate through two bank accounts: the House account and the Charity account. Council members will be given regular reports on the account activity. The accounts will be examined by examiners approved by the Club members at the AGM
Membership
Membership numbers are a cause for concern and Council will look at all ways of attracting individuals to the club. Members are asked to make suggestions.
In conclusion
RCCB is a strong and vibrant club built upon a strong sense of service and fellowship and I look forward to my year as President.
