Graham Bishop, a seasoned banker and economist/analyst, formerly with stockbrokers Phillips & Drew, S.G. Warburg  and Salomon Brothers, describes himself as a one man think tank, who is an adviser to the Treasury Select Committees at the House of Commons and the House of Lords on the issue of the implications of the Single European Currency.
The speaker referred to a EU draft paper outlining the Political Union to complete the European integration by 2017. The currency union was created prematurely without a political union. The proposed integrated framework includes a single banking supervision and regulatory framework, fiscal union, tax coordination, labour mobility. 
Following the UK's veto in Dec. 2011 it appears that PM Cameron created an irreversible momentum to Brexit (British exit from the EU) by excluding itself from several major areas.
At the time of his presentation the EU budget negotiations were underway. Much political debate has gone into cutting, freezing or inflation adjusting the budget or national rebates, though in economic terms EU budget spending is only about 1 % of combined GDP of the EU.
A few days after his presentation Graham was elected as one of the Top 40 British "influencers" on EU policy.
