Speaker: Paul Whitfield. Subject: Service Guernsey - the Future States' Focus.


Paul Whitfield was born and educated in Guernsey and has had a distinguished career in public service in Guernsey and also the UK.

From 1979-88, Paul served in HM Armed Forces in the Life Guards, part of the Household Cavalry.  During his service he took part in official duties in two Royal Weddings and seven Troopings of the Colour. 

Following his military career, Paul worked for the UK Government in both operational and strategic advisory positions. Between 1988 and 2006, he was with the UK Home Office in central government roles, and he also held leadership positions in a number of prisons throughout the UK, as well as contributing to a range of regional criminal justice projects.

Paul returned to Guernsey in 2006 to be Deputy Governor of Guernsey Prison before being appointed Chief Officer of the Home Department in 2008. During his time as Chief Officer, Paul oversaw the transformation of the law enforcement services, the establishment of the Guernsey Border Agency and the introduction of an integrated Head of Law Enforcement.  He has also chaired Guernsey Criminal Justice Working Group, the Bailiwick Drug and Alcohol Strategy Group and supported the development of Restorative Justice in Guernsey.  Paul led the work to establish a pan-island data protection Commissioner with the Bailiwick of Jersey, helping to further inter-island co-operation within the Channel Islands.

During the Guernsey general election of 2012, Paul held the role of Deputy Registrar General in charge of the electoral role, there was an unprecedented turnout of 72 per cent that year. 

In 2013, Paul was made a member of the Chief Executive's Management Team. 

Paul was appointed as the second Chief Executive of the States of Guernsey in December 2013, following the establishment of the post in 2004.
