Stephen Penman is the Head of Strategic Communication at North Lanarkshire Council, one of Scotland’s largest local authorities with more than 330,000 residents.
Stephen left school to train as an opera singer at the then Royal Scottish Academy of Music and Drama but managed to stumble his way into journalism instead.
He worked on local newspapers in Ayrshire before working for The Herald and the Sunday Herald, where he was sports editor and deputy editor of the paper.
He became North Lanarkshire’s first head of communications in 2009, where he is part of the council’s senior management team and is also a deputy returning officer for elections.
Stephen is a member of the Chartered Institute of Public Relations, immediate past chair of the National Communications Advisory Group for Scotland and a past executive member of LG Communications, the professional body for local government communicators across the UK.
In his spare time he sings with the Royal Scottish National Orchestra Chorus.
