After 50 years of prohibition, is it time to end the War On Drugs?

LEAP stands for Law Enforcement Action Partnership, and basically it is a global organisation of mostly retired law enforcement personnel who believe that our drug laws (The Misuse of Drug Act 1971) are the cause of our ongoing issues with addiction and abuse, that prohibition is a failed method of control, and that after 50 years it is time to end the so called War On Drugs, and find better ways of managing these problems.
