Russell was born in Welshpool in 1974 and he was brought up and attended school in Montgomeryshire. Apart from 3 years when he attended university in Birmingham, achieving a BA(Hons) degree in Information and Media Studies, he has lived in Montgomeryshire all his life. He owns a business in Newtown town centre and is well known for being a committed campaigner who is aware of the local issues.
In 2008, Russell was elected to Powys County Council. From 2008-2011, Russell was a member of Powys County Councils Executive Management Board where he held the portfolio responsibility for Customer Services and ICT.
On 6th May 2011, Russell was elected to the National Assembly for Wales to represent Montgomeryshire, achieving a swing of 9% from the incumbent Liberal Democrats with 44% of the vote and a majority of 2,324.
Shortly after his election, Russell was appointed the Shadow Minister for the Environment and Sustainable Development. In July 2014, Russell became the Welsh Conservative spokesperson for Agriculture and Rural Affairs.
