Tribute to Walter Hallyburton on his retirement from Rotary

President Robert opened the meeting by introducing our thirteen Guest some of whom
had worked with Walter in the police and others who had close connections with
Walter in Rotary.
Douglas Kerr, had worked with Walter in the police and gave a summary of his rapid
progress through the ranks in the police. He emphasised that Walter was a man of
high principals and did not waiver throughout his career during which time he became
the Director of the Scottish Police College which he modernised and brought up to
date. He was also appointed as The Chief of Police in the Lothians, which because of
it’s reputation was called ‘The Wild West.’ Once Walter took over he soon sorted
things out and was soon recognised in the National police Force.
Douglas closed by saying that it had been a pleasure and privilege to work with
Walter.
Bill Strang then took over the podium and took us through Walter’s 35 years in Rotary
during which time Walter stuck to his principals and progressed through the ranks of
Rotary and again became recognised on a National basis. Bill emphasised that Rotary
has changed over the years. Twenty odd years ago there were no women in Rotary,
members were expected to attend regularly and jackets & ties were mandatory. You
could not take off your jacket until the President agreed. How things have changed for
the better. Walter was an avid organiser in raising funds for Rotary charities,
especially for the eradication of Polio.
In 1994/5 Walter was elected as District Governor of 1020 which demonstrated that
he was a resounding success in Rotary.
Our next speaker was Gordan Macinally ex Rotary GB&I President. He endorsed what had
been said about Walter’s principals, the work he had done both for CB, District 1020,
and Rotary in general. He said that Walter had not allowed any sloppiness in the
police or in Rotary. He said that he is frequently asked how Walter is progressing and
on a personal basis he thanked Walter for his support during his year as Rotary GB&I
President.
Bill Strang summed up the reports made and presented Walter with a Certificate
recognising his work and years in Rotary. This is unique in Rotary movements.
President Robert intimated that Walter was now an Honorary Member of CB Rotary.
Derek Thomson delivered a response and vote of thanks which Walter had composed.
Derek had been Walter’s Sergeant of Arms in 1994 and knew that he had better get it
right!
Walter thanked all the speakers for their kind words.
